To Our Venerable Brother Donald Joseph Kettler, until now Bishop of Fairbanks, transferred to the Diocese of Saint Cloud, greetings and Apostolic Blessing.

In the central region of Minnesota, “the Land of 10,000 Lakes,” there stretches a Diocese, through which flows the Mississippi River and which, owing to the resignation of its previous Ordinary, His Excellency John F. Kinney, is currently in need of another suitable Shepherd; indeed, it is the Cathedral See of Saint Cloud, whose pastoral needs We earnestly desire to meet without any delay. For this reason, We raise Our eyes to the remotest border of the United States, where you, Venerable Brother, have diligently served the beloved flock of Fairbanks for ten years. Because of your pastoral zeal in that Diocese, We judge that you have the ability to succeed the retired Ordinary of this Diocese, provided that you continue to employ that same charity which you have shown to the sheepfold, which, up to now, has been entrusted to your care.

popefrancisTherefore, after consultation with the Congregation for Bishops, by virtue of Our Apostolic authority, We release you from the bond of the Church in Fairbanks, and We declare and appoint you Bishop of the cathedral Church of Saint Cloud, conferring upon you the obligations and rights prescribed by canon law. In addition, it is Our desire that you inform the clergy and the people of the Diocese, which you will govern, about this Our decree and decision, and, furthermore, We exhort them to welcome you warmly as their Shepherd and guardian of truth. Henceforth, it will be your task to teach the faithful of Saint Cloud the precepts of Christ, doing so with as much patience and tenderness as possible.

As We write these things to you, Venerable Brother, We fervently commend you to the protection of the holy Abbot and Patron of this Local Church, who, for the sake of Christian perfection, gave what he had to the poor, so that he might have treasure in heaven. (Confer Matthew 19,21); to this end, may Almighty God, through the intercession of Saint Cloud, grant to you and to your people that, following Christ in poverty of spirit, you may together imitate His constant love.
